Belarusian Prime Minister Aleksandr Turchin has signed a resolution of the Council of Ministers “On measures to implement the Law of the Republic of Belarus of 9 December 2025 ‘On the Ratification of the Treaty between the Republic of Belarus and the Russian Federation on the formation of a Union State common electricity market’,”.
The document was prepared to implement the provisions of the Treaty between Belarus and Russia on the formation of a Union State common electricity market.
The resolution provides for Belenergo, the state production association for power engineering, to be granted the authority to act as a grid operator, a system operator, and a market participant, as well as the organization authorized to settle issues concerning hourly deviations of the actual electricity flow balance from the scheduled balance on the Union State joint electricity market.
In this regard, to manage and ensure the operation of the Union State joint electricity market, the resolution defines Belenergo as: the entity providing electricity transmission services across Belarus (grid operator); the entity providing operational and dispatch control services for the national power system (system operator); and a participant in the Union State joint electricity market engaged in the purchase and sale of electricity.
Belenergo will participate in the Union State joint electricity market both prior to the establishment of a domestic wholesale electricity market in Belarus (in accordance with part three of Article 7 of the treaty) and once such a domestic wholesale market has been created (in accordance with part two of Article 7 of the treaty).
Thus, the adoption of the resolution will ensure the fulfillment of Belarus’ international obligations.
