Belarus approves medium-term budget plan for 2026-2028

Belarus has approved the medium-term financial program of the national budget for 2026-2028. Prime Minister Aleksandr Turchin has signed the corresponding resolution.

The program defines the medium-term parameters of the national budget: the total volume of expenditures and revenues, the maximum deficit limit, and the maximum expenditure limits for state programs.

The program also envisages fiscal policy measures necessary for its implementation: ensuring the balance of the national and local budgets within the available revenues and sources of deficit financing (or surplus size), concentrating budget funds on priority areas of the country’s social and economic development, making timely and full payments on the state debt, keeping the tax burden on Belarus’ economy at a level not exceeding 26% of gross domestic product, maintaining the social orientation of expenditures, implementing a number of measures aimed at improving the quality of life of the population and the wellbeing of public sector employees, and supporting the most vulnerable segments of the population.

The program has been approved in order to ensure the long-term balance of the national and local budgets, enable the state to meet its debt obligations, and assess budget risks for the timely development of measures to minimize them.
